The fact that a residence permit is granted as of right does not mean that it is issued automatically!
The foreign national must meet the conditions set forth in the relevant laws to obtain a residence permit. The concept of “as of right” refers to the discretionary authority, which is then limited.
This applies to
- Foreign children under the age of 21 or who are dependents of a Congolese national
- Dependent ascendants of a French national or their spouse
- Foreign nationals recognized as refugees
- Foreign nationals who are family members of a refugee
